According to the spirit of the opinions of the State Council on strengthening the construction of quality certification system and promoting total quality management (GF [2018] No. 3), in June 2018, the General Administration of market supervision and CNCA jointly issued the announcement on the reform and adjustment of compulsory product certification catalogue and implementation mode (notice of the General Administration of market supervision No. 11, 2018) For products with low safety risk, enterprises are allowed to use self declaration evaluation to replace the third-party certification.
The self declaration evaluation method of compulsory product certification is helpful to speed up the product development, production and listing, effectively reduce the institutional transaction cost, stimulate the independent innovation of enterprises, and accelerate the product quality upgrading.
The products listed in the compulsory certification catalogue and allowed to prove by self declaration that the products continuously meet the relevant requirements of the applicable standards and implementation rules of the compulsory certification can only be delivered, sold and sold after completing the evaluation of the conformity of the applicable standards and relevant requirements of the products (hereinafter referred to as product conformity), submitting the conformity information of the products and marking the CCC Mark Import or use in other business activities.
