The national standards organization of Nigeria (son) is the government agency responsible for the development and implementation of quality standards for imported goods and domestic manufactured products. In order to ensure that the regulated products meet the technical standards or other international standards approved to be implemented in the country and protect Nigerian consumers from the damage of unsafe products or products that do not meet the standards, the National Standards Bureau of Nigeria has decided to implement the pre shipment mandatory qualification assessment procedure (hereinafter referred to as SONCAP) for the controlled products exported to the country.
After many years of implementation of the socap in Nigeria, the new socap policy will be implemented from April 1, 2013 according to the latest notice, which has changed greatly compared with the previous SONCAP. The exporter will not apply for SONCAP every time he / she delivers the goods. Instead, the exporter shall apply for coc. the exporter shall provide the application to the importer for sc. sc. sc. the importer shall apply directly at the local SUNCAP institution. In addition, according to the risk category of the product, the site sampling test, inspection and supervision are required.
There are three forms of COC certification in Nigeria:
Route a, for occasional shipments of one year
After the exporter has produced the goods, the inspector shall inspect the goods, then take samples from the large goods for testing. After the test is qualified, the PR report shall be issued, the shipment shall be supervised and sealed before shipment, and the COC certificate shall be issued after the goods are qualified.
The documents to be submitted are as follows:
1) COC application form
2) Product name, product photo, customs code;
3) Box list
4) Proforma invoice
5) Formm number
Route B, for multiple shipments of products in the middle of a year.
Firstly, the exporter applies for PC. the process of applying for PC is as follows:
1) PC application form;
2) Product name, product photo, customs code;
3) The qualified test report issued by the laboratory with ISO 17025 qualification;
4) The system audit of the factory is carried out, and the validity period of PC after obtaining is one year.
After the goods are produced, the application process of COC is as follows:
1) COC application form;
2) Box list;
3) Proforma invoice;
4) Formm number
After the data is complete, the goods shall be inspected, sampled and inspected at a certain rate, with a rate of not less than 40%, and the COC certificate shall be issued if qualified.
Route C, for frequent delivery of one year.
First, the factory applies for license, and the application conditions are as follows:
1) At least 4 successful applications based on routeb;
2) The factory is reviewed twice and qualified.
3) The qualified test report issued by the laboratory with ISO 17025 qualification; The validity period after obtaining the license is one year. After the goods are produced, the application process of COC is as follows:

After the data are complete, the goods shall be inspected and supervised at a certain rate, not less than twice a year.
